Position Summary

Responsible for monitoring, performing and directing real-time actions to ensure safe, reliable, and economic operation of the electric transmission and distribution systems during normal and emergency conditions, with full authority, without additional supervision, for the Garland Power & Light system and other systems under Garland Power & Light control. Also, responsible for monitoring and controlling (through SCADA) transmission, substation and distribution facilities to ensure transmission line and transformer loading are within ratings.

Essential Job Functions

  1. Direct field personnel in emergency response to electric transmission grid and electric distribution outages with the authority and responsibility to implement emergency response.
  2. Log all planned and unplanned transmission, substation and distribution events in the E-log and ERCOT Outage Scheduler. Make notifications as required for all unplanned events that affect the Electric Grid.
  3. Oversee Black Start restoration activities between System Operations, Black Start Generation Resource unit, Transmission and Distribution department field personnel and ERCOT to restore service in the event of a local area or ERCOT region wide blackout.
  4. Write/check/issue switching orders for transmission, substation and distribution facilities consistent with the GP&L safety handbook and industry standards to ensure safety of field personnel, under both normal and emergency conditions while making facilities available for maintenance and construction activities as required.
  5. Administer the safe operation of field equipment (including both overhead and underground) and substation equipment by switchmen via radio and telephone.
  6. Coordinate clearance requests to work on equipment with ERCOT, other departments, and interconnecting entities.
  7. Restore service (through SCADA and dispatch of field personnel) to transmission, substation and distribution facilities to reduce customer outage time and restore system integrity.
  8. Maintain system and keep records of upgrades and maintenance. Issue Holds and Clearances to line crews.
  9. Responsible for complying with NERC Reliability Standards and ERCOT, Protocols and Operating Guides.
  10. Work 12 hour rotating shifts, including days, nights, weekends and holidays. Also requires working various shift schedules and being available (on call) for additional duty.
  11. Maintain working knowledge of desk manuals, policies and procedures. (Black Start Plan, Emergency Operating Plan, Operations Procedures, Safety Handbook, and Load Shed Plan, and Emergency Relocation Plan.)

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

 

  • Bachelor’s Degree in a technical field is preferred
  • Has obtained a NERC Operator Certification
  • 6-8 years experience in Electric Utility Industry, Transmission & Distribution, or associated fields
  • Direct electric grid dispatch experience as an electric grid controller could be considered in lieu of minimum experience

Knowledge, Skills & Abilities:           

  • Comprehensive knowledge specific to bulk electric system operations; transmission interconnects and generating plant protocol; power plant maintenance and outage schedules
  • Comprehensive knowledge of Transmission, substation and distribution safety procedures
  • Comprehensive knowledge of NERC Reliability Standards, plus ERCOT Protocols, ERCOT Operating Guides and Emergency Operations requirements
  • Operational knowledge of Transmission, Substation and Distribution systems (protection schemes, equipment limitations, etc.)
  • Ability to work well under stressful conditions and responds to system disturbances with accurate decisions.\
  • Ability to prioritize trouble related calls and communicates with customers effectively
  • Ability to demonstrate skills in operating computer equipment by reading and analyzing data regarding system conditions; maintaining electrical outages to a minimum
  • Ability to assess advanced history of initiative and problem solving skills necessary to operate the system in a reliable and economical manner despite adverse conditions
  • Excellent verbal and writing skills

Licenses & Certifications

NERC Certification at the TOP or RC level or the ability to obtain within six months of hire is required
Valid Class C Texas driver's license

Minimum Education & Work Experience

Bachelor’s Degree in technical or business-related discipline and two (2) years of practical experience in the Electric Utility industry, Transmission/Distribution, or associated field OR
NERC Certified TOP or RC level Grid Controller with 4 years of experience 
Or equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
