Position Summary

 

Responsible for representing the Street Department by coordinating, negotiating and managing various projects with industrial professionals, property owners, City Departments, Utility Companies and City Management.

Essential Job Functions

  1. Negotiate/manage contracts, coordinate and implement various street and/or alley design studies.
  2. Coordinate with other City Departments, outside agencies and utility companies for the design and construction of various street and alley construction projects.
  3. Negotiate, coordinate and implement Street Department and Capital Improvement Project designs in compliance with City standards, accuracy, completeness and quality.
  4. Collaborates with staff and management across the organization and with outside third parties to clearly identify, explain and communicate their project involvement, project goals, expectations, objectives, policies, priorities, and tasks.
  5. Represents the Department and City by attending meetings, public events, and speaking engagements; attends staff meetings; schedules and coordinates project meetings and appointments.
  6. Communicate and respond to residents and outside agencies in regards to street and alley construction questions and complaints and provide assistance and/or solutions.
  7. Prepare the projects’ item summaries, policy reports and resolutions for Council review and approval.
  8. Oversee the project’s preparation costs, agreements, design solutions and construction from start to finish.
  9. Provide design assistance to the Engineering and Water Departments, as necessary.
  10. Organize and administer public meetings and departmental education seminars regarding street and/or alley project questions and concerns.
  11. Evaluate various street/alley construction techniques and determine their appropriateness for Street Department construction.
  12. Other duties as assigned.

 

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

  • Bachelor of Science in Civil Engineering from ABET accredited school
  • 10+ years experience in public works design and/or construction as well as designing and coordinating public works construction projects

Knowledge, Skills & Abilities:           

  • Extensive knowledge of Civil Engineering principles, techniques and practices
  • Extensive knowledge of Capital Improvement Project planning as it relates to engineering
  • Intermediate skill in Microsoft Office
  • Intermediate skill in Engineering applications such as AutoCAD, and Project Management Software (ie. Project Web Access, Microsoft Project, etc…)
  • Ability to read and interpret construction documents and plans
  • Ability to communicate written and orally in English
  • Intermediate ability to read plats, land records and other documentation

Licenses & Certifications

 Valid Class C Texas driver's license
 Licensed Professional Engineer


Physical Tasks & Working Conditions

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards; occasional exposure to unpleasant environmental conditions and/or hazards may be required.

Minimum Education & Work Experience

 Bachelor’s Degree or equivalent
 Licensed Professional Engineer
 7 years of municipal related experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
