Position Summary

Responsible for assisting with coordination, as well as providing technical support for outdoor warning sirens and all radio system equipment including radio infrastructure components, trunk controllers, dispatch consoles, secondary power systems, microwave communications equipment and subscriber units.  Position functions as a technical expert for systems engineering and performance of mission critical Land Mobile Radio (LMR) system.


Essential Job Functions

  1. Coordinate activities of City departments and other agencies utilizing the radio system. Maintain appropriate FCC license requirements to remain in compliance with local, state and federal policies and procedures.
  2. Perform radio network and technical administration. Assist with repairing and maintaining all radio system infrastructure components including microwave communications system and secondary power systems.
  3. Administer maintenance and support for radio databases and subscriber fleet inventories for effective ongoing communication with all radio system stakeholders.
  4. Coordinate and assist with the maintenance and repair of mobiles, portables and fixed base stations. Verify all preventative maintenance schedules.
  5. Operate sophisticated test equipment to analyze and assess radio system performance.
  6. Assist with researching and reviewing technical plans providing comments and feedback. Interpret plan diagrams and schematics.
  7. May prepare reports to brief management on system status, as needed.
  8. Provide and support all system planning, design, development, installation, optimization and commissioning.
  9. May serve as a mentor to coach and train radio system staff on the operation and maintenance of system components.
  10. Assist in development and maintenance of a disaster recovery plan.
  11. Represent the City at seminars and conferences. Keep abreast of current industry trends and standards.
  12. Participate in on-call support as needed after-hours, weekends and holidays.

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

  • Bachelor’s degree in Communications, Electrical Engineering, or related fields
  • 5-8 years of successful experience in the administration, operation and maintenance of land mobile radio system in a multi-agency / multi-tenant environment
  • 2-4 years of experience supporting radio systems for emergency services (Police, Fire, etc.)
  • Certified Electronics Technician (CET) Journeyman-Level
  • FCC General Radiotelephone Operator License (GROL)


Knowledge, Skills & Abilities:

  • Complete understanding of networking technologies and protocols, as well as network management and event logging tools
  • Knowledge of server and workstation administration
  • Comprehensive knowledge of land mobile radio systems
  • Comprehensive knowledge of digital P25 Motorola trunking system
  • Comprehensive knowledge of VHF, UHF, 700 MHz,800MHz and 6GHz frequencies
  • Excellent oral and written communications skills
  • Basic computer skills including Microsoft Office
  • Ability to adapt to circumstances and perform additional duties as required

Licenses & Certifications

Valid Class C Texas driver's license
Certified Electronics Technician (CET) Journeyman-Level or the ability to obtain within 6 months of hire
FCC General Radiotelephone Operator License (GROL) or the ability to obtain within 6 months of hire

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions and/or hazards. The position requires that the incumbent be able to lift 50 pounds, work in close / cramped areas, work in dusty conditions, work in low-light conditions and be able to sit, stand, kneel, crouch and bend for brief periods of time. The position requires that the incumbent be able to work while standing on a ladder or other appropriate device to elevate the incumbent to the level of the work. The incumbent must be able to use fingers to feel and have sufficient dexterity to sort and hold small wires and install small connectors into sockets. The incumbent must be able to discern a broad spectrum of colors used in network cable. The position requires outside work and the ability to work on-call as needed for urgent issues.

Minimum Education & Work Experience

Four-year college degree or relevant training on LMR systems
5 years of successful experience in the administration, operation and maintenance of land mobile radio systems
Certified Electronics Technician (CET) Journeyman-Level certification or the ability to obtain within 6 months of hire
FCC General Radiotelephone Operator License (GROL) or the ability to obtain within 6 months of hire
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
