  • Position Summary

    Responsible for performing a full range of professional library work, including the performance of a variety of duties involved in planning, coordinating and implementing library services and programs. Serves as a non-supervisory, lead librarian at the Central or a branch library, interpreting and enforcing library policies when the manager is not present. Also, responsible for analyzing the public’s library needs, selecting library material, advising the public in their use of library materials, assisting library users with online resources and technologies, and handling reference and information search requests.  

    Essential Job Functions


    1. Act as a lead librarian at the Central or a branch Library.  
    2. Resolve patron problems by adhering to and modify library services consistent with established library policies and procedures.
    3. Guide and assist patrons in locating answers to their questions using a variety of available resources materials; perform reference interviews and readers’ advisory services.
    4. Provide professional reference, reader’s advisory, and programs to library users through various media.
    5. Perform basic computer hardware and software troubleshooting.
    6. Conduct instructional classes and assist on technology, the Internet and the library’s online resources to librarians and patrons.
    7. Promote the use of materials through displays, bibliographies, and related activities; work with the marketing team to publicize services and create marketing material to promote library services and programs.
    8. Participate as needed in the evaluation, selection, acquisition, retention, discarding, or special handling of library materials.
    9. Plan, develop, and present programs of popular interest to the public; as well as evaluate programming and activities.
    10. Maintain data, conduct periodic surveys, and compile narrative and statistical reports on activities and functions within the library.
    11. Participate in day-to-day library operations including, but not limited to, opening and closing routines and banking/cash handling procedures.
    12. Supervise library operations, including facility and public service operations, in the absence of the supervisor or manager.


    Preferred Knowledge - Abilities & Skills

    Preferred Qualifications


    Education/ Experience:

    One or more of the following are preferred qualifications for this position:

    • 1-3 years of recent professional public library experience
    • Working knowledge of library technologies and online resources
    • Experience with adult programming and public speaking in a public library setting
    • Training or experience in working with mainstream social media in a public library setting
    • Training or experience in using markup languages such as HTML5 and Cascading Style Sheets (CSS), or in such languages as JavaScript, PHP, SQL, API plug-ins, etc.
    • Experience evaluating, selecting, and maintaining library online resources for a public library
    • Experience producing news releases, newsletters, and other publicity for an organization

    Knowledge, Skills & Abilities:

    • Excellent written and oral communication
    • Knowledge of current principles and practices in public libraries, including public library operations, reference services, readers’ advisory, library materials selection, and library technology
    • Knowledge of online resources as well as general reference tools and services commonly provided to patrons by public libraries
    • Skill operating office equipment, computer equipment, and software programs, especially Microsoft Office software (Word, Excel, PowerPoint, Publisher, Outlook, Access)
    • Skill utilizing current technology including mobile devices and social media and creating content using media tools (e.g. Instagram, YouTube, etc.)
    • Ability to analyze library related problems and take appropriate action
    • Ability to work cooperatively and congenially with others, including other City employees and the public individually and in a team
    • Ability to produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar
    • Ability to handle customer issues and complaints appropriately
    • Ability to speak and read Spanish or Vietnamese is preferred, but not a requirement

    Licenses & Certifications

     Valid Class C Texas driver's license

    Physical Tasks & Working Conditions

    The incumbent works in a typical library environment but some physical labor, exposure to dust and travel between library facilities, may occur. Work assignment may be at any of the four library locations and may vary, depending on departmental needs; reliable personal transportation will be needed. Physical tasks may include lifting, squatting, bending, stooping, walking, and carrying supplies, as needed, to accomplish the tasks of the activity on a daily basis. Must be able to reach materials at 90” height shelving or shelving at floor level, lift/carry up to 50 pounds infrequently, and push/pull a 200 pound wheeled book cart. Must also be able to use keyboard and peripherals, and operate a telephone. Primary environment will be in a climate controlled, indoor atmosphere. The employee may interact with upset members of the public while interpreting and enforcing departmental policies and procedures.

    Minimum Education & Work Experience

     Master's Degree in Library Science from an American Library Association accredited college or university
     3 years professional library experience
     1 or more years of experience acting as a lead librarian of a public library facility on a regular basis in the absence of a supervisor or manager
