Position Summary

Responsible for supervising staff and assisting with housing assistance programs such as Family Self-Sufficiency (FSS) and Disaster Housing Assistance requirements. Also responsible for ensuring that participation and administration of program funds comply with local, state and federal regulations.

Essential Job Functions

  1. Provide training and direction to staff on housing assistance program requirements. Evaluate client needs and eligibility for housing assistance.      
  2. Supervise representatives who establish case plans, develop schedules of and timetables for provision of services and monitor participant progress.
  3. Provide quality control checks of accuracy on calculations of various data including but not limited to: income, rent, housing assistance payments, etc.
  4. Research and document changes and additions to local, state and federal regulations and guidelines. Provide updated information to staff.
  5. Design and implement additional programs in accordance with HUD guidelines to reduce participant dependence on housing assistance.
  6. Prepare reports and summaries of participant data for management and other reporting requirements.
  7. Assist management with revisions to Garland Housing Agency’s policies and procedures as needed.
  8. Review monthly reexams and determine which accounts are delinquent, and follow up with staff to ensure completions.
  9. Review reports using HUD’s online system (PIC), including but not limited to delinquent reports, multiple subsidy reports, and SEMAP indictor reports.
  10. Review EIV system for eligibility.

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

  • 4 year college degree in sociology, psychology, social services or related field
  • 3-5 years experience in Housing or Neighborhood Development with 1 year of supervisor experience
  • 1-3 years supervisory experience
  • Experience managing caseloads with a social service agency

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of social service agencies in relation to low income housing
  • Basic math skills.
  • Ability to work with diverse individuals and groups
  • Ability to Coordinate, direct and implement Family Self-Sufficiency Program, adhering to federal and City regulations.
  • Ability to utilize principles and practices associated with document preparation


Licenses & Certifications

Valid Class C Texas Driver's License

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.

4 year college degree
3 years related experience
