Position Summary

An individual will be hired EITHER as an entry level Business Process Analyst or experienced Sr. Business Process Analyst who is most closely aligned to the following criteria and is able to recognize how strategies, decisions, and business situations impact outcomes to maximize value added to the organization. 

 

Business Process Analyst:

Responsible for providing business/project analysis within Water Utilities and Wastewater Treatment; working to enhance current and future business flow processes. Also responsible for serving as an operational analyst/asset manager in developing and managing application, assets, and business processes.

  

 

Sr. Business Process Analyst:

Responsible for providing complex business/ project analysis within an assigned department; working to enhance current and future business flow processes. Also responsible for serving as an operational analyst /application administrator in developing and managing application and business processes.

 

Essential Job Functions

 

Business Process Analyst:

 

  1. Analyze department business processes, historical information, and spatial data related to asset management, in order to provide recommendations on changes or improvements.
  2. Gather end-user requirements for the development of user reports.
  3. Monitor and maintain user testing of asset management application system(s) after modifications or updates.
  4. Maintain a high level of customer service.
  5. Provide training, as necessary, to application system(s) users.
  6. Provide quality control function for assigned application system(s) in the collection, entry, and analysis of asset management data, in GIS and asset management systems
  7. May assist with operational duties of assigned department.

Sr. Business Process Analyst:

 

  1. Analyze department business processes and application system(s) in order to provide recommendations on changes or improvements.
  2. Monitor and maintain testing of application system(s) after modifications or updates.
  3. Configure and administer application system(s) in order to best support departmental workflow, in coordination with the Information Technology Services (ITS) Department.
  4. Coordinate with ITS on assigned application system(s) issues.
  5. Maintain a high level of customer service.
  6. Provide input to departmental long range planning.
  7. Assess user needs in order to provide recommendations for application system(s) support requirements.
  8. Provide support and resolution to requests relating to application system(s) maintenance and design.
  9. Provide training and documentation, as necessary, to direct application system(s) users.
  10. Provide quality control function for assigned application system(s) in the collection and analysis of data.

 

Preferred Knowledge - Abilities & Skills

Business Process Analyst::

 

Education/ Experience:  

  • 4 year college degree in Business, Math or related field of study
  • 3 - 5 years experience with application maintenance and support
  • 1 - 2 years experience with asset management and GIS/linear data

Knowledge, Skills & Abilities:           

  • Proficient understanding of application software systems from an end-user perspective
  • Proficient knowledge of automated systems – hardware, software, databases
  • Proficient knowledge of business processes for assigned function such as financial analysis/accounting, asset management, work management, and or inventory
  • Ability to analyze, define and document business requirements for automated and manual processes
  • Ability to define and create ad hoc reports using Crystal Reports and/orDream Reports report writing tools, and Excel pivot tables
  • Ability to apply cross-functional knowledge
  • Understanding of GIS concepts and spatial relationships a plus
  • Understanding of Cityworks Asset Management Software a plus
  • Skill with interpersonal relationships for work with users to define system requirements and resolve problems

Sr. Business Process Analyst:

 

Education/ Experience:     

  • 4 year college degree in Business, Math, or related field of study
  • 5 - 7 years experience with business process and application administration
  • 5 - 7 years experience with relational databases and report development

Knowledge, Skills & Abilities:

  • Comprehensive understanding of application software systems from an end-user perspective
  • Comprehensive knowledge of automated systems – hardware, software, databases
  • Comprehensive knowledge of business processes for assigned function such as financial analysis/accounting, billing and/or asset management
  • Ability to analyze, define and document business requirements for automated and manual processes
  • Ability to define and create ad hoc reports using report writing tools such as Crystal Reports, Dream Reports, and/or SQL Reporting Services
  • Ability to develop presentations and present recommendations to a variety of staff levels
  • Ability to manage vendor software system acquisitions
  • Ability to evaluate proposed systems to determine alignment to business requirements
  • Ability to apply cross- functional knowledge
  • Ability to work with users to gather and define system requirements, and define and resolve issues
  • Knowledge of GIS tools and technology preferred
  • Experience with Cityworks Asset Management, LIMS/Linko laboratory software, and/or SCADA systems a plus

Licenses & Certifications

Business Process Analyst/Sr. Business Process Analyst:
 Valid Class C Texas driver's license

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. Occasional work at Wastewater Treatment Plant is required.

Minimum Education & Work Experience

Business Process Analyst:
 4 year college degree
 3 years related experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Sr. Business Process Analyst:
 4 year college degree
 5 years related experience
 May require additional certifications depending on department assignment (i.e. MLS, CPA, etc.)
