Position Summary

Responsible for directing and overseeing the planning and execution of all City-sponsored events with emphasis on the marketing and promotion of tourism activities, conference/convention business, and city-wide special events and services. Also, responsible for engaging in promotional activities to identify marketing opportunities that will enhance the brand of the City as a destination for visitors, corporate meetings, business and leisure travel.


Essential Job Functions

  1. Direct, cultivate and solicit major sponsorship partners for large-scale, city-wide events designed to promote City of Garland programs, services and events.
  2. Oversee tourism activities and operations including marketing, sales and services in order to attract visitors and conference/convention business to the City of Garland.
  3. Oversee the development of marketing, budget and advertisement plans of each event.
  4. Develop strategic comprehensive business plans that meet the values, vision and mission of the Parks, Recreation and Cultural Arts Department.
  5. Research funding opportunities and additional resources for events and services.
  6. Present City-sponsored events planning to City Council and City Management staff for approval.
  7. Manage the marketing of community-initiated events with other City departments and related organizations.
  8. Ensure consistency in messaging and branding through all marketing efforts.
  9. Oversee divisional budget, revenue projections, review monthly expenditures and review grant funding and report the information to management.
  10. May negotiate event contracts and professional service agreements for outsourced services as needed.



Preferred Knowledge - Abilities & Skills

Education/ Experience:     

  • Bachelor’s Degree in Event Planning, Recreation, Marketing or similar field of study
  • 8-10 years experience in Recreation, Marketing or Event Planning
  • 3+ years of management experience
  • Certified Parks and Recreation Professional (CPRP), preferred
  • Certified Festival and Events Professional (CFEE), preferred

Knowledge, Skills & Abilities

  • Extensive knowledge of methods and procedures used in the solicitation of corporate sponsorships for large-scale events
  • Extensive knowledge of informational and entertaining presentation techniques for a wide variety of audiences
  • Proficient public relations, sales and marketing skills
  • Excellent written and oral communication skills
  • Ability to develop creative, innovative marketing programs and ideas
  • Ability to develop and maintain positive and effective working relationships with vendors, customers and management
  • Ability to convert client conceptual requirements into written instructions
  • Ability to coordinate several events at various stages
  • Ability to work irregular hours, weekends and holidays
  • Ability to work under deadlines and stressful situations



Licenses & Certifications

Valid Class C Texas driver's license

Physical Tasks & Working Conditions

The incumbent will work eight hours in a normal workday to include some evenings; Monday - Friday. Some weekend work will be required. Physical tasks will include lifting, squatting, bending, stooping, walking, and carrying supplies, as needed, to accomplish the tasks of the activity on a daily basis. Primary environment will be in a climate controlled business environment with some outdoor work required in heat, sun, wind, rain, cold, or noise during outdoor events and activities. The incumbent must be able to hear and speak effectively to communicate by telephone and in person. Also, must have visual acuity to read documents and for use of personal computer; on occasion may be requested to lift up to 25 pounds.

4 year college degree
8+ years job related experience
3 years of progressive management experience
