Position Summary

An individual will be hired EITHER as an intermediate level Code Inspector I or experienced Code Inspector II who is most closely aligned to the following criteria and is able to recognize how strategies, decisions, and business situations impact outcomes to maximize value added to the organization. 

 

Code Inspector I:

Responsible for enforcing city ordinances dealing with Property Maintenance, Minimum Housing, Single Family, Multi-Family and Zoning with a primary focus in residential areas.

 

 

Code Inspector II:

Responsible for enforcing city ordinances dealing with Property Maintenance, Minimum Housing, Single Family, Multi-Family and Zoning for residential and/or commercial properties.

 

 

 

Essential Job Functions

Code Inspector I (Essential Duties and Responsibilities upon assignment may include the following. Other duties may be assigned):

  1. Respond to and investigate citizen complaints.
  2. Actively patrol assigned areas to review for code violations.
  3. Issue notices of violation, citations and nuisance abatement work orders for city contractors.
  4. Enforce minimum housing standards in assigned areas and prepare cases for Property Standards Board including Notification of Condemnation.
  5. Enforce City Ordinances and International Building and Residential Codes by performing scheduled inspections.
  6. Enforce minimum property standards on non-residential properties.
  7. Perform field inspections and monitor businesses for compliance with zoning regulations.
  8. Perform entry level plan reviews for small projects, signs and Certificates of Occupancy.
  9. Perform entry level construction inspections
  10. Represent City at Homeowner and Neighborhood Associations and in court as required.
  11. Represent City in court as required.

  11. Assist with training new Code Inspectors.
  12. Represent the City in court as required.

 

Preferred Knowledge - Abilities & Skills

Code Inspector I:

 

Education/ Experience:     

  • Bachelor’s Degree in related field such as Public Administration, Construction Science, etc.
  • Up to 1 year experience in code enforcement or similar experience

 

Knowledge, Skills & Abilities:           

  • General knowledge of applicable ordinances, laws, codes and regulations
  • General knowledge of construction standards and inspection procedures
  • Ability to learn quickly and remain flexible in a fast paced work environment
  • Ability to maintain neat and concise data
  • Multi-lingual (Spanish) skills highly preferred
  • Basic skills in Microsoft Office (including Word, Outlook, Excel)
      

Code Inspector II:

 

Education/ Experience:     

  • Bachelor’s Degree in a related field such as Public Administration, Construction Science, etc.
  • 2-4 years experience in code enforcement or zoning inspections

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of applicable ordinances, laws, codes and regulations
  • Comprehensive knowledge of construction standards and inspection procedures
  • Ability to learn quickly and remain flexible in a fast paced work environment
  • Ability to maintain neat and concise data
  • Ability to read and understand blue prints
  • Ability to verbally explain requirements to citizens
  • Ability to read, interpret and enforce the local zoning ordinances
  • Multi-lingual (Spanish) skills highly preferred
  • Basic skills in Microsoft Office (including Word, Outlook, Excel)

Licenses & Certifications

Code Inspector I:
Registered Texas Code Enforcement Officer* or ability to obtain in 1 year
Texas Real Estate Commission Professional Inspector License, preferred
Valid Class C Texas driver's license
*Based on current code requirements

Code Inspector II:
Intermediate Texas Code Enforcement Officer*
International Code Council (ICC) Certification or the ability to obtain within 12 months of hire
Texas Real Estate Commission Professional Inspector License, preferred
Valid Class C Texas driver's license
*Based on current code requirements



Physical Tasks & Working Conditions

The incumbent works in an outdoor environment; frequent exposure to unpleasant environmental conditions or hazards. Must be able to lift up to 60 lbs. Must be able to walk on uneven and unpaved surfaces.

Minimum Education & Work Experience

Code Inspector I:
60 college credit hours advanced training beyond high school level in related area.
No related experience necessary
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Code Inspector II:
60 college credit hours advanced training beyond high school level in related area.
2 years experience in code enforcement or zoning inspections
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
