  • Position Summary

    Responsible for managing case files for assisting low and moderate income families to obtain and maintain safe, decent, sanitary, and affordable housing while promoting self-sufficiency.

    Essential Job Functions

    1. Verify household composition through provided documentation and conducting interviews.
    2. Verify income, assets, childcare and medical expenses. Calculate accurate rental subsidies. Determine monthly payment amounts to FSS escrow account.
    3. Communicate program purpose and regulations to new and existing participants.
    4. Determine participant eligibility by ensuring families meet income guidelines. Review client information for continuing eligibility and participation. Conduct home visits with participants, as needed.
    5. Investigate complaints of fraudulent activity by program participants. Request inspection for continuing eligibility and participation.
    6. Assist families in achieving self sufficiency through various federal programs such as Family Self Sufficiency (FSS) and Disaster Housing Assistance Program.
    7. Maintain relationships with community resources for referral opportunities.
    8. Review and resolve tenant and landlord disputes as needed.
    9. May develop, communicate and implement home ownership program and related programs.
    10. May collaborate with the department finance division to ensure monthly billings for portability invoices are received and paid in accordance to HUD regulations and GHA policies.

    Preferred Knowledge - Abilities & Skills

    Education/ Experience:     

    • 4 year college degree in Social Services, Business Administration or related area
    • 2 -3 years experience in Housing or Neighborhood Development
    • Experience managing caseloads with a social service agency

    Knowledge, Skills & Abilities:

    • Basic skills in Microsoft Office including Excel, Access, PowerPoint, Word and Outlook
    • Basic knowledge of case management and interview process
    • Basic knowledge of social service agency practices and policies including identifying and communicating alternative resources to clients
    • Basic math skills
    • Skill in working with diverse cultures
    • Analytical skills in order to evaluate financial and legal documents for accuracy
    • Ability to maintain confidentiality at all times
    • Prior experience of providing case management services or working with Housing Pro software preferred


    Licenses & Certifications

     Valid Class C Texas Driver's License
     Complete FSS Eligibility and Rent Calculation Certification within 1 year of hire

    Physical Tasks & Working Conditions

    The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards.

    Minimum Education & Work Experience

     4 year college degree
     2 years related experience
