  • Position Summary

    The Downtown Coordinator role is a new municipal position that facilitates collaboration among Downtown businesses, municipal departments, and its public and private partners. The Coordinator will be responsible for promoting economic growth of Downtown Garland and its businesses.  The Coordinate will also partner with the Garland Downtown Business Association (GDBA), the Garland Chamber of Commerce, and the City of Garland to facilitate the annual strategic planning process, and to develop and implement strategies for Downtown.

     

    The position will report primarily to the Managing Director of Strategic Initiatives and secondarily to the Downtown Coordination Steering Committee. The Coordinator’s annual work plan will be developed in collaboration with the steering committee; progress reports will be submitted to the committee on a regular basis.

    Essential Job Functions

    1. Provide leadership in the implementation of a Downtown Garland strategic plan and the Downtown Tax Increment Financing Project Plan, overseeing the advancement of strategic projects and programs.
    2. Assist GDBA and City in promoting Downtown as a tourist destination, enabling physical improvements in/around Downtown, and developing new programs/policies to support the Downtown business environment.
    3. Develop and maintain strong working relationships with, and facilitate a strong business network between, Downtown merchants, charitable organizations, the Garland Chamber of Commerce, and various municipal departments.
    4. Facilitate consistent, informative, and effective communication. Serve as a spokesperson for Downtown Garland initiatives and interests.
    5. Act as liaison between parties with an interest in improving Downtown; serve as an information resource to the City and the GDBA, bringing necessary feedback and suggestions to both for consideration.
    6. Partner closely with the Garland Chamber of Commerce to connect merchants with resources, technical assistance, and financial, networking, and professional development opportunities.
    7. Plan and organize GDBA promotional activities; support City parks department in hosting special events in Downtown.
    8. Provide marketing services and support for the GDBA and Downtown businesses, including maintaining GDBA’s website, social media content, and deploying guerilla marketing techniques.
    9. Define and develop project and budget requests associated with implementing the strategic plan.
    10. Conduct outreach efforts for a diverse population including but not limited to: local businesses, local institutions, nonprofit groups, neighborhood advocacy groups, and local agencies.
    11. Knowledge of downtown revitalization and promotional strategies, retail and small business best practices, and project management processes.
    12. Potential to directly supervise intern(s) or temporary labor.
    13. Utilize collected data to make informed decisions related to events, effective marketing strategies, and program coordination.
    14. Track success and report on activities in monthly meetings to the Downtown Coordination Steering Committee and other stakeholders groups.

    Preferred Knowledge - Abilities & Skills

    Preferred Qualifications

    Education/ Experience:     

    • Degree in Business, Economic Development, Urban Planning, Hospitality, Public Administration or related area
    • Master’s degree plus two (2) years’ related experience
    • Three (3) years’ experience in a downtown coordinator role

    Knowledge, Skills & Abilities: 

    • Extensive knowledge in the fields of business managerial concepts and municipal administration
    • Demonstrated skill in project management
    • Skill with information technology
    • Ability to negotiate and motivate others
    • Position requires a dynamic, outgoing team player with demonstrated ability to multi-task and work effectively in an independent environment.

    Licenses & Certifications

    Valid Class C Texas driver's license

    Physical Tasks & Working Conditions

    This position requires mobility for both office and field work within the Downtown area. Ability to physically meet with business owners at their places of business, and work outdoors to attend promotional activities; work in an office environment performing administrative, technical, computer and various office tasks.

    Minimum Education & Work Experience

    Bachelor’s degree
    Four (4) years’ related experience
    Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
