  • Position Summary

    An individual will be hired EITHER as a Graduate Engineer or experienced Civil Engineer who is most closely aligned to the following criteria and is able to recognize how strategies, decisions, and business situations impact outcomes to maximize value added to the organization. 

     

    Graduate Engineer

     

    Responsible for assisting with the land development plan review and tracking to ensure compliance with federal, state and local regulations.

     

    Civil Engineer 

     

    Responsible for managing, reviewing and approving the design of private land development projects and various public works projects to ensure compliance with the City of Garland code of ordinances, generally accepted engineering practices and techniques and other agency regulations.

    Essential Job Functions

    Graduate Engineer

     

    1. Coordinate and assist with plan review including distributing and tracking documentation.
    2. Ensure compliance according to federal, state and local regulations including correct placement of streets, alleys, drainage, water, sanitary sewer and/or sidewalk improvements.
    3. Review civil engineering drawings and construction plans for internal and external customers.
    4. Search, obtain and review land records for correct representation in plans.
    5. Participate in pre-submittal meetings and processes for application review.
    6. Review License Agreement Applications for accuracy and adherence to City requirements.
    7. Review single-lot grading plans for appropriate adherence to regulatory requirements.

    Civil Engineer 

     

    1. Provide technical expertise, guidance and instruction to developers, consultant engineers, general public and staff including information on proper flood plain management practices and requirements
    2. Evaluate engineering related problems directed through citizen complaints, City department requests or personal observation; coordinate and develop corrective actions.
    3. Review private development projects, street, drainage and utility related infrastructure documentation to ensure compliance with the Code of Ordinances and that adequate information is presented to construct particulars of the proposed project or development. Coordinate and facilitate project design reviews with various City Departments.
    4. Review license and real property agreement applications for accuracy and adherence to City requirements.
    5. Search, obtain and review plats, record drawings, easements and other relevant historical documents. Approve contracts, easements, reports, invoices and legal documents as needed.
    6. Manage selected Capital Improvement Projects and various other public works projects.
    7. Meet with other Municipal, County, State, Federal and other agencies for review and compliance with established requirements and obtain permits when necessary.

     

    Preferred Knowledge - Abilities & Skills

    Graduate Engineer

     

    Education/ Experience:     

    • 4 year college degree in Civil Engineering from ABET accredited school
    • 2 – 4 years’ experience in Civil Engineering analysis or Construction Management

    Knowledge, Skills & Abilities

    • Basic knowledge of federal, state and local land development regulations
    • Basic understanding of construction practices
    • Comprehensive knowledge of Civil Engineering principals, techniques and practices
    • Basic skill in Microsoft Office applications
    • Basic skill in Engineering applications such as HEC-1, HEC-2, FlowMaster, CulvertMaster and AutoCAD
    • Excellent communication skills in both oral and written
    • Ability to read and interpret construction documents and plans

    Civil Engineer  

     

    Education/ Experience: 

    • Certified Flood Plain Manager
    • 4-6 years or more experience designing and coordinating land development and public works projects

    Knowledge, Skills & Abilities:           

    • Skills in Microsoft Office applications
    • Skills in HEC-RAS, HEC-HMS, FlowMaster, CulvertMaster, and AutoCAD programs.
    • Extensive knowledge of federal, state and local land development regulations
    • Comprehensive knowledge of Civil Engineering principals, techniques and practices
    • Working knowledge of construction practices
    • Ability to read and interpret plats, easements, plans, construction details, specifications, and contracts.

    Graduate Engineer
    Valid Class C Texas driver's license

    Civil Engineer
    Valid Class C Texas driver's license
    Licensed Professional Engineer

    Physical Tasks & Working Conditions

    The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards; occasional exposure to environmental conditions and/or hazards may be required.
