  • Position Summary

    Responsible for overseeing and facilitating all phases of design and construction of new City facilities and major renovations. Also responsible for ensuring that the facilities meet the needs of the tenant department and are constructed in a timely manner within available resources.


    Number of Direct Reports (include titles):  2- Facilities Construction Coordinators; various – Contract Project Managers


    Essential Job Functions

    1. Create and approve all facility construction contracts.
    2. Establish project budgets based on conceptual information. Provide estimates on cost for project phases and cash flow projections.
    3. Monitor financial expenditures to ensure projects stay within approved funding and within stated timeframes.
    4. Coordinate the selection process for project architects, construction managers, and other professionals.
    5. Prepare policy reports, award documents, and presentations for City Council.
    6. Help define departmental needs and make sure needs are incorporated into construction design. Submit bidding requests to contractors, vendors, and firms for information and pricing.
    7. Coordinate with the Purchasing department to advertise projects, prepare bid summaries and develop the advertising schedule.
    8. Participate in legal processes such as prepare preliminary lien notices, bankruptcy and subcontractor payment issues.
    9. Visit construction sites for progress inspections and regular informational meetings to ensure consistency among vendors and workers.
    10. Coordinate with Building Inspections, Engineering, Fire, Water, Wastewater, Streets and Planning departments in meeting city requirements.

    Preferred Knowledge - Abilities & Skills

    Education/ Experience:     

    • Bachelor’s degree in Engineering and/or Construction related education
    • 5-7 years experience in construction project management, design or related field
    • 2-3 years supervisory experience


    Knowledge, Skills & Abilities:           

    • Comprehensive knowledge of construction plans and specifications, means and methods
    • Comprehensive knowledge of materials testing and inspection
    • Comprehensive knowledge of surveying
    • Comprehensive knowledge of construction cost accounting and estimating
    • Effective and professional communication and interpersonal skills
    • Ability to create project cost estimations and budgets, and monitor finances throughout the projects
    • Skill in Microsoft Office (including: Excel, Outlook, Project, and Word)
    • Skill in AIA Contracts software
    • Ability to develop and maintain professional relationships with vendors, contractors, and City employees

    Licenses & Certifications

    Operator’s license required
    Valid Class C Texas driver's license

    Physical Tasks & Working Conditions

    The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards at worksites. Occasional outside work.

    Minimum Education & Work Experience

    Four-year college degree or equivalent commercial construction experience
    5 years related experience
    2 years supervisory experience
    Operator’s license
    Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
