  • Position Summary

    Responsible for providing, organizing and directing financial responsibilities for Environmental Waste Services Department. Responsibilities include, departmental Purchasing, Accounts Payable, Financial Reporting, Development of Department Operations/ Capital Improvement Program Budgets and Asset Management functions, as well as, oversight of the Sales Representative in the Commercial Services division along with Hinton Landfill Scalehouse Supervisor.

    Essential Job Functions

    1. Manage the operational and fiscal activities of the department.
    2. Plan, develop, oversee and analyze Annual Operating Budgets and Capital Improvement Projects (CIP) for Service Delivery and Disposal Operations
    3. Formulate short and long-term financial strategies and disseminate budget guidelines/target to operational management
    4. Define and coordinate all aspects of internal control and fraud prevention procedures; coordinates preparation of interdepartmental audits
    5. Develop, analyze and report performance metrics and trending indicators.
    6. Provide direction and approval of departmental purchasing functions.
    7. Review and processing of contracts for construction and Engineering Services.
    8. Track and maintain receipts from sale of recyclable materials.
    9. Review and approval of departmental asset purchasing, and other related accounts payable functions.
    10. Maintenance of capital equipment inventory.
    11. Aid in the decision-making process to help identify measures for streamlining and improving operational efficiency, and all other related financial and statistical reporting.

    Preferred Knowledge - Abilities & Skills

    Education/ Experience:             

    • Bachelor’s Degree in Accounting, Business, Finance or related field of study
    • 8-10 years’ experience in utility accounting, budgeting, rate and regulatory processes or utility financial management with 5-8 years’ experience in municipal budget or accounting
    • 2 – 4 years supervisory experience


    Knowledge, Skills & Abilities:

    • Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP)
    • Comprehensive knowledge of fund accounting concepts and practices
    • Comprehensive knowledge of municipal budgeting principles, theory and practices
    • Comprehensive knowledge of internal control system used for general accounting principles
    • Comprehensive knowledge of solid waste disposal and service delivery operations
    • Advanced analytical and problem solving skills
    • Excellent oral and written communication skills
    • Skill in project management
    • Skill in analyzing and interpreting financial reports
    • Skill in the use of mathematics in forecasting trends, revenues and expenses
    • Advanced skill in Microsoft Office (Word, Outlook, Excel, Access and PowerPoint)
    • Basic skill and understanding of Financial Management System

    Minimum Education & Work Experience

    • Four-year college degree
    • 8 years progressively responsible experience in governmental accounting and/or financial management
    • 2 years supervisory experience
    Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
