  • Position Summary

    Responsible for researching, developing and implementing Critical Infrastructure Protection (CIP) compliance with physical and cyber system security policies and practices required by federal, state and regional electric reliability and regulatory agencies.  Also responsible for consulting with all divisions to provide guidance on correct CIP procedures and responses to compliance questions and concerns.

    Essential Job Functions

    Regulatory and reliability agencies that are considered referenced include:  Federal Energy Regulatory Commission (FERC), Public Utility Commission of Texas (PUCT), North American Electric Reliability Corporation (NERC), Texas Reliability Entity (TRE), Electric Reliability Council of Texas (ERCOT), etc.

     

    1. Coordinate communication of CIP regulatory security standards and required response in order to support CIP compliance. Lead in developing a pro-compliance culture throughout the electric utility. 
    2. Interpret, guide and lead in the development of implementation of requirements in standards, policies, protocols or operating guidelines to maintain compliance.
    3. Represent GP&L at federal, state and regional reliability councils or commissions.  Assist all divisions with compliance challenges in order to avoid citations and financial liability. 
    4. Monitor and develop reporting procedures for security compliance activities.  Provide reports to management and develop corrective measures for recommended implementation. 
    5. Consult with departments on the interpretation of regulations to prevent inefficiencies in procedures.
    6. Manage and configure software applications used in monitoring, meeting compliance requirements.
    7. Conduct periodic internal audits to ensure compliance is met.
    8. Provide testimony in hearings and dockets held by various regulatory agencies or legislative bodies. 
    9. Coordinate and prepare divisions for audits by regulatory authorities by taking ownership role.  
    10. Create and conduct cyber security training / awareness.

    Preferred Knowledge - Abilities & Skills

    Education/ Experience:     

    • Degree in Electrical Engineering or Computer Science
    • 3-5 years experience in electric utility transmission and substation systems operations
    • IT Security Certification such as:  CISSP, ISSAP or CISM certification

     

    Knowledge, Skills & Abilities:

    • Extensive knowledge of NERC CIP standards
    • Comprehensive knowledge of other NERC standards and audit requirements
    • Comprehensive knowledge and exhibited ability to work with NERC or regional task forces and committees
    • Extensive  knowledge of physical and IT security requirements including network administration, systems administration, network security and remote access
    • Intermediate skill with Microsoft Office and Project Management software

    Licenses & Certifications

    Valid Class C Texas driver's license
    Professional Engineer License (P.E.) OR IT Security certifications such as CISSP, CISA, CISM or CCNA
    Ability to obtain and maintain a US Government //SECRET// clearance

    Physical Tasks & Working Conditions

    The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. Occasional exposure to unpleasant environmental conditions and/or hazards may be required during field visits.

    Minimum Education & Work Experience

    4 year college degree in Electrical Engineering or Computer Science
    7 years related experience
    Licensed Professional Engineer (eligible for Texas license) OR IT Security certifications such as: CISSP, CISA, CISM or CCNA
    Or an equivalent combination of education and experience (in electric utility) sufficient to successfully perform the essential functions of the job.
