  • Position Summary

    Manages daily functions of the Internal Audit staff. Oversees the Audit Schedule and fieldwork associated with each audit. Ensures that audit work papers comply with Generally Accepted Government Auditing standards (GAGAS) and the department policies and procedures. Acts for and on behalf of the City Auditor in his absence.

     

    Essential Job Functions

    1. Manages and performs complex audits and assignments in accordance with GAGAS and the Internal Audit department policies and procedures.
    2. Provides accurate, timely, and reliable reports of audit results to the City Auditor.
    3. Manages personnel functions of Internal Audit staff, such as, conducting performance reviews, as well as, hiring, disciplinary and termination processes. 
    4. Provides ongoing direction to staff in conducting comprehensive risk assessments and developing the audit program.
    5. Defines processes and procedures to improve office productivity.
    6. Reviews work papers to ensure adequacy, relevance, reliability, and completeness to address audit objectives and support conclusions.
    7. Participates and provides input on department policies and procedures, assesses the City-wide risk assessment, and contributes to the development of the Annual Audit Plan.
    8. Investigates fraud, waste and/or abuse (FWA) allegations reported directly or via the anonymous hotline.
    9. Run reports from various City systems and perform data analysis using tools such as Excel, Access, IDEA, etc.

    Minimum Education & Work Experience

    Four-year college degree in Accounting, Finance or Business
    6 years of auditing experience including 3 years of direct supervisory experience
    CIA, CPA or CISA certification
    Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

    Preferred Knowledge - Abilities & Skills

     Education/ Experience:

    • Bachelor's degree in Finance, Accounting or Business
    • 8 years in auditing experience 

    • 5 years of supervisory experience

    Knowledge, Skills & Abilities:           

    • Comprehensive knowledge of Generally Accepted Government Auditing Standards (GAGAS)
    • Comprehensive knowledge of municipal government
    • Intermediate skill in Microsoft Office applications (Excel, Word, Access, etc.), and Crystal Reports
    • Ability to manage subordinate personnel involved in complex, sensitive work impacting the operations of other departments
    • Ability to plan and manage multiple audit assignments in order to meet established deadlines
    • Ability to maintain regular, reliable and punctual attendance
    • Ability to promote mission, goals, policies, guiding principles and standards of City of Garland
    • Willingness to go the extra mile to achieve departmental goals and objectives
    • Ability to understand strengths and weakness of team members and promote team spirit
    • Ability to analyze various financial and procedural information and documentation
    • Ability to establish and maintain effective working relationships with those contacted in the course of work

    Licenses & Certifications

    CIA, CPA OR CISA certification
    Valid Class C Texas driver's license

    Physical Tasks & Working Conditions

    The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. Occasional outside work performed.
