  • Position Summary

    Responsible for ensuring the safety of the public drinking water supply by monitoring compliance with federal, state, county and city regulations regarding backflow prevention, and for conducting site inspections to ensure commercial businesses are in compliance with registered and inspected backflow devices. Also, responsible for collecting bacteriological water samples, and for serving as a Skilled Based Pay Assessor for Water and Wastewater training requirements.

     

    Essential Job Functions

    1. Set up appointments to meet with customers who manage or own commercial properties to check for possible cross connections.
    2. Provide customers with a written post-inspection report, detailing if any cross connections exist.
    3. May advise customer if backflow device installation is required at the point of connection(s).
    4. Review and evaluate specifications and drawings prior to pre-construction.
    5. Ensure new or installed backflow devices fully protect the public health.
    6. Maintain TCEQ-required inspection reports, daily inspections logs, database for each backflow device installed in the City and any other report/database for inspections performed.
    7. Assist in registering Backflow prevention testers, collect fees and verify licenses and certifications.
    8. Assist and/or review Backflow device for new land developments impacting fire protection, food service industries, irrigation design or installation.
    9. Send notices to customers when backflow devices are due for annual testing or renewal.
    10. Keep up to date with changes in regulation or trends in this industry.
    11. Test and maintain construction meters and backflow devices, keeping inspection logs and reports on water usage.
    12. Collect bacteriological samples from waterlines.
    13. Record and deliver water samples to lab.
    14. Maintain fire hydrant meters.
    15. Enter testing data for reports to regulatory agencies.
    16. Act as Skilled Based Pay Assessor for Water or Wastewater training requirements.

    Minimum Education & Work Experience

     High School Diploma or General Equivalency Diploma (GED)
     3 years’ experience in Water Distribution, plumbing, cross-connection or related fields
     TCEQ Class C Water Distribution License
    Or equivalent professional experience may be considered for substitution for the required degree on an exception basis

    Preferred Knowledge - Abilities & Skills

    Education/ Experience:     

     

    • 3-5 years’ experience in Water Distribution experience including construction, metering, and plumbing
    • OSHA Confined Space Awareness Training
    • TCEQ Customer Service Inspection License, or ability to obtain within 18 months
    • TCEQ Backflow Protection Assembly Tester License, or ability to obtain within 18 months
    • TCEQ Type II Wastewater Collections License, or ability to obtain within 18 months
    • TCEQ Backflow Prevention Assembly Tester License, or ability to obtain within 18 months

     

    Knowledge, Skills & Abilities:

    • Ability to handle multiple tasks
    • Basic knowledge of TCEQ & Plumbing Codes
    • Basic knowledge of Water Distribution Operations
    • Skills in Microsoft Office (Word, Excel, Access & Outlook) and other computer software
    • Ability to read construction plans and mapsco

    Licenses & Certifications

     Valid Class C Texas Driver’s License
     TCEQ Class C Water Distribution License
     TCEQ Customer Service Inspection License or ability to obtain within 18 months
     TCEQ Backflow Protection Assembly Tester License or ability to obtain within 18 months
     TCEQ Type II Wastewater Collections License or ability to obtain within 18 months
     TCEQ Backflow Prevention Assembly Tester License or ability to obtain within 18 months

    Physical Tasks & Working Conditions

    The incumbent works in an outdoor environment or in confined spaces; frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Exposed to physical exertion such as bending, lifting, stooping, reaching, pulling, and pushing. Ability to lift up to 50 pounds.
