Position Summary

Responsible for coordinating and leading crewmembers daily on pavement improvement projects, in addition to operating specialized pieces of equipment. Also responsible for ensuring the safety of all crewmembers.

Essential Job Functions


  1. Lead a six member team and oversee the repair and replacement of asphalt and concrete pavement improvement projects.
  2. Complete daily crew card reports and submit for approval. Job cost expenditures, equipment usage, materials/stock items used on each project and unit.
  3. Keep management informed of new challenges/developments on all projects including reporting all accidents.
  4. Cross train and mentor other assigned crewmembers.
  5. Address citizen concerns on the job site.
  6. Operate specialized pieces of construction equipment including:
    • Asphalt Distributor Truck  
    • Cold Planer
    • Compactors
    • Hydraulic Excavator
    • Motor Grader
    • Paving Equipment (Asphalt Paver/Concrete Paver)
    • Tractor with Haul Trailer
    • Track Loaders
    • Utility Wheel Loader
    • all other equipment assigned to Heavy Equipment Operators in the Street Department
  7. Check assigned team members’ pre-trip/post-trip vehicle inspections reports and complete daily reports for equipment operated.
  8. Perform preventative maintenance and repairs on equipment under the direction of the Street Department’s Equipment Maintenance Supervisor.
  9. Attend all required safety training/meetings and obey all safety policies and procedures.
  10. Inspect work site to ensure all traffic control devices are in place, clean and in good working condition.
  11. Respond to weather events and emergencies (Crisis Action Team CAT – Field Support) including the ability to work shift schedules when required.
  12. Operate sanding trucks and aggregate spreaders on bridges, intersections and streets.
  13. Coordinate the delivery of traffic control devices for high water events including placement for road closures and monitor rising water levels
  14. Oversee final crew during cleanup from weather events to ensure alleys and streets are passable for emergency vehicles, including tree removal, debris removal and all other general cleanup.


Minimum Education & Work Experience

 High School Diploma or General Equivalency Diploma (GED)
 4 years related experience operating heavy construction equipment
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

  • 4 -6 years’ experience as an equipment operator in streets/stormwater
  • Up to 1 year of experience in a leadership role preferred


Knowledge, Skills & Abilities:           


  • Considerable knowledge of safety standard practices governing the operation of vehicles
  • Considerable knowledge of the principles, operation and servicing of heavy equipment
  • Skill to operate controls for required equipment
  • Ability to properly use, operate and care for tools, equipment and materials
  • Ability to perform routine maintenance and minor repairs to equipment
  • Ability to read and understand operator’s manual
  • Ability to read and understand paving plans


Licenses & Certifications

 Valid Class C Texas driver’s license
 Valid Class A Texas Commercial driver’s license with Tanker endorsement or the ability to obtain within six months of hire

Physical Tasks & Working Conditions

The incumbent works in an outside environment; frequent exposure to unpleasant environmental conditions and/or hazards. Must be able to lift 50 pounds or more several times daily.
