Responsible for the overall daily operations of the Central Library Branch services operations.
Target Hiring Range: $59,301/year - $74,859/year
Essential Job Functions
Communicate with Administrative staff regarding the improvement of services and handling public issues and concerns.
Participate in interviewing, make recommendations for hiring, provide staff training, monitor staff work, complete performance reviews and counsel/coach staff as needed.
Perform administrative record keeping and reporting including activity reports, timesheets, surveys, analyses, etc.
Oversee and administer all cash receipts, including the training and oversight of staff collecting funds, as well as for providing accurate records of receipt and preparing funds for deposit.
Interpret library policies and procedures to staff and library users.
Serve as a member of the Department’s Management Team, actively participate in discussions and carry out assigned activities.
Analyze service delivery and recommend needed revisions to policy and procedure to improve service.
Work with staff to develop and implement programming ideas that support the library mission and goals.
Analyze budget needs and submit budget requests to the Public Services Administrator.
Monitor building and grounds maintenance needs and custodial needs of library facility, including furnishings, equipment and grounds to ensure proper working conditions.
Provide assistance to patrons in meeting their informational needs.
Assist and train patrons in the use of Internet, applications (productivity software) and reference databases.
Monitor current events, trends and popular culture to forecast customer demands.
Minimum Education & Work Experience
Master of Library Science Degree from an American Library Association accredited institution 4 years professional Library experience 2 years experience in a public library 2 years supervisory level responsibility Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Knowledge - Abilities & Skills
4 years recent experience in public services at a medium-sized, multi-branch public library
Ability to speak and read Spanish or Vietnamese

Skilled in engaging a broad and diverse audience, creating and maintaining a favorable public brand, and building a mutually beneficial relationship between the City of Garland Public Libraries and the public.
Intermediate knowledge of computer hardware, software and peripherals utilized in automated library systems
Excellent written and oral communications skills, including public speaking and presentations
Intermediate skill with Microsoft Office software (Word, Excel, PowerPoint, Publisher, Outlook, Access)
Skill in utilizing current technology and social media
Ability to work cooperatively and congenially with others, individually and in a team
Licenses & Certifications
Valid Class C Texas driver's license
Physical Tasks & Working Conditions
The incumbent works in a typical office environment. Must be able to reach materials at 90” height shelving or shelving at floor level, push/pull a loaded book cart, lift up to 30 pound bins, utilize keyboard and peripherals, and operate a telephone. Primary environment will be in a climate controlled, indoor atmosphere with some exposure to dust. Travel between library and City facilities, as required.
