Position Summary

Responsible for providing functional leadership in one of the Information Technology Services divisions such as Network, Applications, Services, etc. in order to meet the technology needs of the City of Garland.


Target Hiring Range: $91,603 / yr - $117,582 / yr

Essential Job Functions

  1. Provide technical and managerial guidance for assigned area.
  2. Review project requests from customers, determine resource allocation, and establish project and business analysis assignments based on skill set and project priority.
  3. Analyze critical business functions, user requirements, and system performance, to recommend solutions for business needs, business continuity, and disaster recovery.
  4. Conduct trends analysis and identification of areas for improvement through training or modification to established methodologies and policies.
  5. Develop and recommend procedures by which efficiencies can be gained to reduce costs and increase work capacity.
  6. Review contracts, negotiate purchase price, legal terms and payment schedules and obtain input from managing director and legal counsel for vendor contracts.
  7. Prepare documentation for procurement of hardware, software, or services to develop and recommend procedures for citywide IT asset inventory maintenance.
  8. Compile and manage documentation of systems, standards, policies, and procedures.
  9. Analyze customer support issues and coordinate internal resources and/or vendors to provide resolutions.
  10. Prepare and submit operational budget and cost estimates for proposed projects to senior management.

Minimum Education & Work Experience

 Four-year college degree
 7 years related experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

  • Four-year college degree in Information Technology, Computer Science, Business or related field of study
  • 7 – 10 years experience in Information Technology including project management
  • 2 - 3 years supervisory experience

Knowledge, Skills & Abilities:

  • Demonstrate ability to plan, develop, and maintain technology requirements for hardware, software, and users
  • Ability to follow project management methodology for managing IT projects
  • Comprehensive knowledge of IT infrastructure, applications, telecommunications or other assigned area of expertise


Licenses & Certifications

 Valid Class C Texas Driver's License

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
