Position Summary

Responsible for directing the operation of personnel, budget and resources for the building inspection department. Recognized as the principal building construction and enforcement expert in the organization. May also provide oversight for the code compliance department.


Essential Job Functions

  1. Manage and direct the overall objectives of the building inspection department.
  2. Coordinate fiscal and budgetary direction for the department.
  3. Coordinate with senior management, various construction professionals and the city council.
  4. Manage legal obligations and court hearings relating to enforcement of codes and ordinances.
  5. Review and monitor model construction codes.
  6. Manage policy preparation and ordinance review.
  7. Manage software development and implementation.
  8. Manage staff liaisons to various appointed boards and commissions.
  9. May provide oversight for personnel and budget of the code compliance department.

Minimum Education & Work Experience

 4 year college degree
 7 years of related experience in building inspection and enforcement including 3 years in a management role.
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Knowledge - Abilities & Skills

Education/ Experience:

  • Bachelor's degree in engineering, architecture or a related field of study
  • 7-10 years experience in municipal building inspection and enforcement with at least 5 years in a management role

Knowledge, Skills & Abilities:

  • Advanced knowledge of principles, practices and techniques of building construction and inspection
  • Knowledge of pertinent federal, state, and local laws, codes and regulations as applied to building inspection
  • Skilled with using Microsoft Office applications
  • Ability to communicate clearly and concisely, both orally and in writing
  • Ability to read and interpret complex building plans, specifications and building codes
  • Ability to recommend and implement goals, objectives, and practices for providing effective and efficient building inspection and construction services

Licenses & Certifications

 Certified Building Official
 State of Texas Plumbing Inspectors License
 Valid Class C Texas driver's license
 Building Inspector or Commercial Plans Examiner certification preferred
 Licensed Code Enforcement Officer preferred but not required

Physical Tasks & Working Conditions

The incumbent works in a typical office environment and outside. Some exposure to unpleasant environmental conditions and/or hazards.
