Knowledge, Skills & Abilities:
Extensive knowledge of Municipal Finance Operations
Extensive knowledge of GAAP and GASB
Considerable knowledge of state and local government statutes, rules, ethics, and similar recommended practices governing municipal finance employees and operations
Comprehensive knowledge of debt issuance as well as bond rating requirements
Comprehensive understanding of pension liability and funding issues
Considerable knowledge in developing, evaluating, maintaining, and monitoring an effective internal control environment
Experience with electric utility and financial reporting issues
Experience in treasury administration and the municipal investment process
Excellent verbal and written communication skills, especially in a public forum.
Experience with modern information systems, concepts, applications and controls
Skill in the planning and utilization of municipal accounting and budgeting software
Skill in developing and maintaining cooperative working relationships with City Council, City management, business partners, employees and citizens
