Responsible for managing the operations of the Financial Services Department, including financial reporting, accounting, debt management, investments and revenue management.

Essential Job Functions

  1. Oversee new debt issues and ensure records for existing debt are maintained.
  2. Ensure the investment portfolio is managed according to established investment policies and strategies
  3. Establish banking services for the City and resolve any issues and concerns.
  4. Oversee the preparation and provide data required for IRS Arbitrage reporting.
  5. Analyze City cash flow needs and invoke strategies to enhance financial strength.
  6. Assist the Managing Director of Financial Services in the design, review and recommend the approval of financial and accounting policies, processes and procedures to meet internal and external constraints and safeguard the City’s assets.
  7. Assist the City Controller in the management of all accounting functions, the preparation of city-wide annual financial statements, and management of the external audit process.
  8. Assist in financial activities and possibly serve on or both of the board of the City’s pension plans.
  9. Assist in planning and leading bond meetings with rating entities and oversee preparation of all documents needed for such ratings.
  10. Direct all assigned staff members, which includes organizing and assigning work, evaluating their performance, coordinating training, managing schedules and leave, and participating in interviewing and hiring.
  11. Coordinate with and participate in outside agencies and assigned boards and commissions to promote city and department goals and learn of best practices from organizations receiving, delivering or overseeing similar services.
  12. Assist in preparing department strategic and operating plan, which includes identifying, documenting, monitoring, and evaluating goals, objectives, priorities, and activities.
  13. Assist in implementation of new Financial system and other future finance related technology needs.
  14. Lead special project analysis as needed.
  15. Prepare and present updates about department activities and outcomes to executive team.

Minimum Education & Work Experience

• Bachelor’s degree in Business Administration, Accounting, Finance or related field
• Eight years of progressively responsible related experience with similarly sized municipality in a high-level leadership role

Preferred Knowledge - Abilities & Skills

Education/ Experience:     

  • Master’s degree in Business or Public Administration
  • Designation as a Certified Public Accountant highly desired
  • Certified Government Finance Officer from Government Finance Officers Association (GFOA) highly desired
 

Knowledge, Skills & Abilities:

  • Extensive knowledge of Municipal Finance Operations

  • Extensive knowledge of GAAP and GASB 

  • Considerable knowledge of state and local government statutes, rules, ethics, and similar recommended practices governing municipal finance employees and operations

  • Comprehensive knowledge of debt issuance as well as bond rating requirements

  • Comprehensive understanding of pension liability and funding issues

  • Considerable knowledge in developing, evaluating, maintaining, and monitoring an effective internal control environment

  • Experience with electric utility and financial reporting issues

  • Experience in treasury administration and the municipal investment process

  • Excellent verbal and written communication skills, especially in a public forum.

  • Experience with modern information systems, concepts, applications and controls

  • Skill in the planning and utilization of municipal accounting and budgeting software

  • Skill in developing and maintaining cooperative working relationships with City Council, City management, business partners, employees and citizens

Licenses & Certifications

• Valid Class C Texas Driver's License

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
