Position Summary

Responsible for directing, coordinating and documenting all phases of maintenance and repair of City buildings including but not limited to facility electrical, plumbing, HVAC and carpentry needs. Also responsible for partnering with departments to address security access and surveillance of city facilities.

Essential Job Functions

  1. Oversee facilities maintenance operations and functions and renovation projects in City buildings.
  2. Assess City facilities, create current and future preventative maintenance and rehabilitation plans for City facilities with appropriately forecasted budgets.
  3. Prepare and administer approved divisional budget; monitors expenditures for approved replacement of equipment or repairs to buildings.
  4. Establish specifications for supplies, parts, equipment and services related to the maintenance of City facilities.
  5. Determine the need for contractor services to address facility maintenance needs. Direct contractor bidding and selection process, and manage vendor contracts, i.e. janitorial, HVAC, pest control, elevator.
  6. Assist City departments with input for the construction of new or rebuilt City facilities.
  7. Oversee work order requests to ensure that work orders are completed in a timely manner. Maintain records and reports as required.
  8. Monitor work sites for progress inspections and regular meetings.

Minimum Education & Work Experience

Four-year college degree
7 years related experience
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Knowledge - Abilities & Skills

Education/ Experience

  • Bachelor’s degree in Engineering, Construction, Business Management or related field of study
  • 7-10 years experience in project management, business management, construction design, building maintenance or related field

 

Knowledge, Skills & Abilities

  • Extensive knowledge of general building maintenance and construction practices
  • Extensive knowledge of budgeting and finance
  • Extensive knowledge of best business practices
  • Proficient skill in Microsoft Office (Word, Excel, PowerPoint, Access)
  • Skill in creating and revising procedures
  • Ability to establish and maintain effective working relationships with City administration, officials, departments or other agencies, and the general public.

Licenses & Certifications

Valid Class C Texas driver's license

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards. Occasional outside work.
