Position Summary

Responsible for providing support in administering the functions of the Office of Emergency Management’s mission.

Essential Job Functions

  1. Coordinate drills and exercises for City staff regarding plan responsibilities.
  2. Assist the department with tasks related to grant administration and compliance.
  3. Maintain accurate project management documentation, including all purchasing information and meeting notes.
  4. Participate in regional disaster planning with external stakeholders.
  5. Represent Garland in public education and outreach activities.
  6. May represent Garland on local and regional emergency management committees or councils.
  7. Assist senior staff with delivery and coordination of training classes.
  8. Participate in all aspects of planning and administration of the City of Garland Emergency Management plan.
  9. Provide support in administering emergency management functions in disasters and crisis situations.
  10. Serve in command or general staff role during Emergency Operations Center activations.
  11. Assist in the maintenance of the Emergency Operations Center (EOC).
  12. May administer the departmental finances by overseeing the payment of invoices, coordinate department purchasing and grant budget development.
  13. Participate and assist with emergency management activities; serve as Emergency Management Duty Officer on a rotating 24/7 basis and remain available to respond to emergency scenes or to activate the EOC on a 24-hr. basis when needed.

Minimum Education & Work Experience

• Four-year college degree
• 1-year experience
• Successful completion of the Federal Emergency Management Agency's Independent Study (IS) Programs IS-1, IS-100, IS-200, IS-700 and IS-800 courses (or FEMA-recognized equivalents).

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Knowledge - Abilities & Skills

Education/ Experience:

  • Bachelor’s Degree in Emergency Management, Emergency Response or similar field of study
  • 2- years-experience in emergency management
  • Experience as a program coordinator in a public safety/emergency management organization
  • Experience as an adult trainer or educator in Emergency Management

Knowledge, Skills & Abilities:

  • General knowledge of the National Incident Management System and Texas Division of Emergency Management grant system
  • General knowledge of Emergency Management best practices and municipal government operations, including emergency planning and preparedness, training and exercise development, and disaster recovery
  • Excellent skill in communication both verbally and in writing; strong technical writing skills
  • Skill in effective problem solving and conflict resolution
  • Considerable knowledge of emergency Proficient skill in Microsoft Office (Word, Excel, Access, PowerPoint)
  • Excellent customer service skills
  • Ability to tactfully respond to requests and inquiries from managers, employees and the general public
  • Ability to perform assignments in a timely fashion
  • Ability to perform multiple tasks simultaneously
  • Ability to work independently
  • Ability to learn quickly and utilize resources to research a variety of information
  • Ability to work well in a team-oriented, fast-paced, and rapidly changing environment

Licenses & Certifications

• Successful completion of IS-300 and IS-400 preferred
• Valid Class C Texas driver's license
• Amateur Radio Operators Technician-Level license preferred

Physical Tasks & Working Conditions

The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards. Job requires some lifting, bending, stooping, standing and other physical activities.
The ability to serve as the on-call Duty Officer and respond to the Emergency Operations Center (EOC) after hours during activation, including holidays or weekends, is required.
