Responsible for administering and managing the City of Garland’s EPA approved Pretreatment Program to ensure compliance with Federal, State, and Local regulations and protect the City of Garland’s sanitary sewer collection system and wastewater treatment plants. Also, to administer and manage the Industrial Pretreatment Pollution Prevention Program and Industrial Surcharge Program.

Responsible for maintaining, constructing and retrofitting electric substation equipment including circuit breakers, transformers, switches, battery systems, tap changers, cooling systems, lighting arresters, and other substation equipment, installing support steel structures, station insulators, ground grids and bus.
